LANDSCAPE CODE FOR NYSA AND CIESZYN
How can urban space be made aesthetic, functional and friendly to residents while at the same time meeting the needs of local businesses? The authorities of Nysa and Cieszyn decided to take a comprehensive approach and prepare a landscape resolution aimed at organising street furniture, advertisements and fences.To ensure that the decisions were well thought out and reflected the voice of the community, extensive consultations with residents and business owners were carried out using the LopiAsk geo-survey.
Background
The Landscape Code is a tool for protecting and shaping the aesthetics of urban space helping to limit advertising chaos and improve the overall appearance of cities.
In both Nysa and Cieszyn an uncoordinated approach to advertising and signage was identified with many elements disrupting the urban landscape.
The landscape resolution is intended to introduce regulations concerning the formats, locations, and materials of advertisements and signs. Before its implementation, it was essential to identify social expectations as well as the needs of local businesses.
Objectives
- Gathering residents’ opinions on existing advertisements and elements of street furniture,
- Identifying the needs of business owners regarding signage and commercial advertising,
- Developing recommendations for the landscape resolution that would make it possible to implement aesthetic regulations without restricting the development of local businesses.
Challenges
- Balancing the expectations of residents with the interests of local businesses.
- Collecting detailed and representative data on how the urban landscape is perceived in both cities.

Thanks to the interactive map respondents were able to:
- assess the current advertising landscape,
- indicate elements requiring improvement,
- share opinions and propose changes related to shop signs and commercial advertising.
Implementation stages:
- conducting two separate geo-surveys for Nysa and Cieszyn,
- analysing the collected opinions and photographic documentation,
- developing the Landscape Code based on the consultation results.
Results
- Over 1,000 participants took part in the consultation process.

Outcomes

- The process enabled the collection of precise spatial data and the creation of landscape regulations better tailored to local conditions and the needs of both residents and entrepreneurs.
- It also led to increased awareness of public space aesthetics and helped reduce advertising chaos.
Main findings
- Thanks to the use of online tools, we observed higher levels of resident participation in the consultation process.
- Engaging residents and business owners at an early stage significantly reduced the risk of conflicts during the implementation of the landscape resolutions.
- The precise spatial data gathered through the geo-survey allowed planners and urban designers to create well-targeted, data-driven and locally adapted regulations.
